Mr. S. Lynn Sutcliffe
Chief Executive Officer
Mr. S. Lynn Sutcliffe serves as the Chief Executive Officer of EnergySolve LLC, Mr. Sutcliffe is responsible for the leadership and oversight of the EnergySolve company. EnergySolve specialize in the following services: web-based utility bill processing, bill payment, energy information services and traditional energy efficiency services that it finances out of savings using a unique Service Agreement that is off the balance sheet of its customers. These services, independently or in tandem, produce savings far in excess of the costs to provide the services. Companies taking advantage of EnergySolve services include the State of New Jersey, New Jersey Transit, Goodyear, W. L. Gore, the City of New Haven, Advance Realty, Brandywine and many others.
Mr. Sutcliffe brings to EnergySolve 26 years of experience in the energy services industry. He was the General Counsel of the U.S. Senate Commerce Committee that had jurisdiction over all electric and gas utility issues. He left the Commerce Committee to become one of the founding partners, and the managing partner, of Van Ness, Feldman, Sutcliffe & Curtis, P.C. (currently VanNess Feldman), a law firm nationally recognized for its expertise in energy law and policy; he continued with that firm until 1990. He has served as president and chief executive officer of several energy service companies since 1990. Mr. Sutcliffe’s expertise includes a wide range of business, legislative, regulatory, contractual, and financial issues associated with the energy and environment industries.
Mr. Sutcliffe has twice served as the president of the National Association of Energy Service Companies and was a member of the Energy and Transportation Task Force of the President’s Council on Sustainability in 1996. Mr. Sutcliffe currently serves on the Energy Efficiency Committee of the New Jersey Board of Public Utilities’ Clean Energy Council and the Energy Futures Coalition funded by the Turner Foundation.
Mr. Sutcliffe graduated magna cum laude from Princeton University where he earned a BA degree in history and received the Charles Caldwell Memorial trophy in football. He earned his JD degree from the University of Washington School of Law where he was the Editor-in-chief of the law review and Order of the Coif.
Mr. Paul Kelly
Chief Operating Officer
Paul Kelly fulfills the role of Chief Operating Officer for the Utility Bill Analytics and Reporting (UBAR) service, bill outsourcing and payment, rate & tariff analysis and procurement activities, as well as Information Technology and System Development. Mr. Kelly has led the development of the UBAR proprietary administrative tool, which is the backbone of all bill presentment and payment services. Prior to joining EnergySolve in September 1998], Mr. Kelly worked for Jersey Central Power & Light Co. for 15 years. His experience with the electric utility company was concentrated on Customer Services and Customer Operations. During his tenure, he was responsible for Credit & Collections, Meter Reading Field Operations, New Service Planning and Design, Regional Strategy Planning, and District Distribution Operation and Maintenance. In total, Mr. Kelly offers over 28 years of energy industry experience. Mr. Kelly received a BA in Communications from the University of Scranton in 1982 and completed the University of Idaho's Public Utility Executive Course in 1993. He is a former Friends of Scouting Council Chairman, District Chairman, and Executive Board Member for the Jersey Shore Council, B.S.A., as well as Committee Chairman and Den Leader for his local Cub Scout Pack. Mr. Kelly also serves as President of the Lakewood Soccer Club.
Mr. Robert Macksoud
Director, Energy Procurement & Rate Analysis
Mr. Robert Macksoud serves as Director, Energy Procurement & Rate Analysis, for EnergySolve. In this capacity, he is responsible for the Utility Bill Rate & Tariff Analysis service as well as analyzing and negotiating utility tariffs and energy contracts to take advantage of alternate rates, special riders, tax regulations, off-tariff rates, equipment incentives and third party energy supply alternatives that may produce savings opportunities. His responsibilities also include identifying, quantifying and implementing savings opportunities in areas such as electric distribution upgrades, meter consolidations, power factor correction, gas and electric interruptible options, fuel switching, etc., as well as determining the financial feasibility of these types of projects. He oversees the maintenance of EnergySolve’s extensive rate library and analysis programs covering all investor-owned utilities in the U.S. and the major municipals and cooperatives.
Prior to joining EnergySolve in March 2003, Mr. Macksoud worked at the National Utility Service, Inc. for 15 years in a variety of capacities. During this period, he was involved in all aspects of energy consulting (in both regulated and deregulated markets) for thousands of commercial, industrial and institutional clients throughout the 50 States, Canada, Mexico, the Caribbean and South America. His experience in minimizing clients’ energy expenditures reaches across all commodities including electricity, natural gas, water, sewer, propane/petroleum products, steam and coal purchases. During his tenure he has performed and managed all related functions such as the identification, investigation and implementation of creative cost-savings solutions. Mr. Macksoud received his BS in Finance from Fairleigh Dickinson University in 1985 and received his MBA in Management from Rutgers University in 1991. He is an Eagle Scout and continues to remain active in various leadership capacities in the B.S.A. He coaches various Youth League sports including basketball, baseball and tennis.
